Can I Take Dry Shampoo on a Plane? The Rules, and What to Check Afterwards
Yes. TSA lists Dry Shampoo (aerosol) as allowed in carry-on bags in containers of 3.4 oz / 100 ml or less, and allowed in checked bags under FAA limits: an aggregate of 2 kg (70 ounces) or 2 L (68 fluid ounces) per person, no single container above 0.5 kg (18 ounces) or 500 ml (17 fluid ounces), and the button or nozzle protected by a cap. Powder dry shampoo is not screened as a liquid and carries no container-size cap, though quantities over 12 oz / 350 mL must go in a separate bin for X-ray. I review footage that comes back from FPV race weekends, so I look at gear after it has been through something. A dry shampoo can is a pressurized vessel with a trigger on top, packed among soft things that press on it. The rules below decide whether it travels. First, work out which of the two products you own
TSA's What Can I Bring? list holds 495 item pages. Exactly one concerns dry shampoo: Dry Shampoo (aerosol), last updated March 29, 2023. No page exists for powder dry shampoo. That gap explains most of the confusion here, since the two products share a shelf and a purpose while sharing almost nothing at the checkpoint.
The aerosol is a crimped metal can with a plastic actuator and propellant behind the product. Batiste's ingredient listing for Original names butane, isobutane and propane first, in its 1.06 oz, 4.23 oz, 6.35 oz and 8.47 oz cans. Flammable hydrocarbons do the pushing.
The powder is a shaker bottle, a jar, or a tinted puff. Rice starch, clay, sometimes talc, nothing pressurized. If the label names a propellant, the carry-on rules below apply to you.
What the 3.4 oz carry-on limit actually measures
TSA's liquids rule permits a quart-sized bag of liquids, aerosols, gels, creams and pastes through the checkpoint, "limited to travel-sized containers that are 3.4 ounces (100 milliliters) or less per item." FAA's PackSafe entry for medicinal and toiletry articles repeats it: aerosols in carry-on baggage are further limited to 100-ml (3.4 oz) containers at the TSA checkpoint.
Both texts govern the container. A half-empty 6 oz can remains a 6 oz container and fails, which is the most common way people lose one at the belt.
A second trap sits underneath. Aerosols are usually labelled by net weight in ounces, while the TSA threshold of 3.4 oz / 100 ml is a volume, and the two do not convert for a product whose density is not water's. Of Batiste's seven published Original sizes, only the 1.06 oz can approaches the threshold; the other six sit above it. Where the label gives ounces by weight and no millilitre figure, treat the can as over the limit.
The checked-bag limits come from FAA, and they are a separate rule
TSA's dry shampoo page hands this part off: "The FAA limits the total amount of restricted medicinal and toiletry articles, including aerosols, in checked baggage. The total aggregate quantity per person cannot exceed 2 kg (70 ounces) or 2 L (68 fluid ounces). The capacity of each container must not exceed 0.5 kg (18 ounces) or 500 ml (17 fluid ounces)."
The regulation behind that summary, 49 CFR 175.10(a)(1), has wider scope. Subparagraph (i) covers non-radioactive medicinal and toilet articles for personal use, including aerosols, "carried in carry-on and checked baggage." Subparagraph (iii) sets the aggregate at 2 kg / 2 L for "each person," without splitting it by bag type. The 70-ounce ceiling is a per-passenger total across everything you carry, and a family's toiletries in one suitcase can reach it.
The nozzle condition lives in the same paragraph: release devices on aerosols must be protected by a cap or other suitable means to prevent inadvertent release. That is the condition the exception rests on, and it covers the cabin can as much as the checked one.
How dry shampoo compares with the aerosols beside it on TSA's list
The useful neighbour is aerosol deodorant: TSA's page for it is word-for-word identical to the dry shampoo page, down to the nozzle sentence. Pack the two the same way.

The insecticide row carries the lesson. What clears a can is its standing as a toiletry article. FAA's PackSafe aerosols page gives a field test: if it does not touch your body when you use it, it likely does not qualify for the exception.
Powder dry shampoo is screened as a powder, under a lighter rule
Powder never enters the quart bag. TSA's guidance on powder-like substances, carried on its Powder Makeup and Baby Powder pages, holds that anything greater than 12 oz / 350 mL must be placed in a separate bin for X-ray screening, may require additional screening, and containers may need to be opened. TSA encourages putting non-essential powders over 12 oz in checked bags.
No container-capacity ceiling applies. A 14 oz jar is permitted; it gets its own bin and possibly its lid removed. For anyone who travels full-size, powder settles it.
Will the can burst in the hold?
No, and the margins are wide. The build standard is 49 CFR 173.306(a)(3): capacity not over 1 L, internal pressure not over 180 psig at 54.4 °C (130 °F), and the container must withstand without bursting at least one and one-half times the equilibrium pressure of its contents at that temperature. Every can is then proof-tested after filling, in a hot water bath brought to the internal pressure it would reach at 55 °C (131 °F).
The aircraft side is modest by comparison. FAA requires pressurized cabins to hold a cabin pressure altitude of no more than 8,000 feet in normal operation, under 14 CFR 25.841(a). Standard atmospheric pressure at 8,000 feet is 10.92 psi against 14.70 psi at sea level, so the differential across the can wall grows by about 3.78 psi. Against a 180 psig service ceiling, that is roughly two percent.
What empties a can in transit is mechanical. Something presses the actuator and holds it down, usually a strap cinched over the top of the kit. The cap requirement sits in the regulation for that reason.
Uncapped, dented, or over the limit: repack or replace
I would replace a dented can rather than fly it. The proof test in 173.306 happened once, at the factory, on an undeformed can, and no field retest tells you a creased seam still holds. A dent is information you cannot resolve.
For the rest:
- Missing cap, otherwise sound. Check it, actuator wrapped and taped so it cannot depress, inside a sealed pouch. The regulation says "a cap or other suitable means," which leaves room for a competent improvisation.
- Leaking, hissing, or crusted around the nozzle. Fly it in neither bag. It is already venting.
- Over 3.4 oz / 100 ml and needed in the cabin. Buy the travel size or switch to powder. Decanting means releasing the propellant, and whatever you decant into stops being a tested pressure vessel.
- Over 3.4 oz with a checked bag anyway. It travels, capped, provided it stays under 0.5 kg / 500 ml and your toiletry aerosols total under 2 kg / 2 L. Nearly every consumer can clears the per-container figure easily.
Airline rules and foreign departures are separate authorities
TSA screens departures from US airports. It does not screen your flight home from Lisbon, and it does not set what your airline will carry.
The UK shows why a domestic result proves nothing abroad. The UK government's hand luggage guidance now states that the rules for carrying liquids depend on the airport: at most airports you cannot take containers larger than 100ml through security, while some may allow containers holding up to 2 litres. The same guidance counts sprays, including hairspray and spray deodorants, as liquids. Two UK airports on one itinerary can apply different ceilings on the same day, so the check is per airport.
Weight is a third authority, and a commercial one. American Airlines publishes a standard checked allowance of 62 in / 158 cm in total outside dimensions and 50 lbs / 23 kgs, except to and from Australia or New Zealand, where the free-bag figure rises to 70 lbs / 32 kgs. That number comes from the carrier, and it decides whether your suitcase is overweight.
Before an international trip, check in this order: each departure airport's security rules, each operating carrier's baggage page, then TSA for the US legs.
What to watch for afterwards
This is the habit I would actually change. An overtightened mount once split my camera shell, and the lesson was to inspect rather than crush. A can that just did a flight deserves the same two minutes.
Unpack the toiletry bag first and check four things.
Is the cap still seated? A cap loose in the bottom of the bag means the actuator was exposed for the whole flight, and it stays exposed for the return leg unless you fix it now.
Is there a white film inside the bag? Batiste's Original lists rice starch as its carrier, and a partial discharge leaves a fine pale dust on everything nearby, usually before you notice the can feels light. Wipe it out early; starch plus humidity turns into a paste that resists removal.
Does the can weigh what it should? Pick it up. A can that vented in the hold loses propellant faster than product, and the tell is one that sounds full when shaken but sprays weakly.
Is the body still true? Run a thumb around the seam and the base rim. Checked bags get thrown, and a dented can should be retired.
If your bag was opened at the checkpoint, find the inspection notice and confirm the bag closed properly. TSA's liquids rule states that any liquid, aerosol, gel, cream or paste that alarms during screening will require additional screening, sometimes a hand search. Treat anything you hand over at the checkpoint as a purchase already made.
A kit that makes this repeatable
Three steps, done once, and the question stops recurring:
- Choose the travel form before the trip. One travel-size aerosol at 3.4 oz / 100 ml or less for the cabin, or a powder for full-size convenience. Keep it as a dedicated travel unit instead of raiding the bathroom shelf the night before.
- Cap and bag it permanently. Original cap on, can inside a sealed pouch that lives in the kit, standing upright against a rigid edge instead of buried under soft items that can press the actuator.
- Inspect on arrival. Cap, film, weight, seam. Any can that fails one of the four gets replaced before it is packed again.
I put the inspection at the end of a trip because the evidence is freshest then, and the can you pack next is one you already know something about.
